The project comprises a complete residential district overlooking the Holy Haram in Makka from the East direction. It consists of several hotels of 3, 4 and 5 star ratings, residential towers, commercial areas, restaurants and prayer areas. Public services such as: power station, sewage treatment plant, medical care, telephone and post, municipality, police, civil defence and other facilities.

Also, it has vast open spaces and gardens, pedestrian walkways, and access to the Haram is provided via stairs, elevators, escalators, inclinators and vertical platform lifts. The project has a complete network of internal roads and ring roads in addition to car parks and bus stations. The total built-up area is 970,000 sq.m The preliminary design was done in 2002.
